Why isn't he opening up?

so I like this guy and he likes me back but and hes always taking my hand when were cuddling but he hasn't kissed me and its our 4th date already, my mom thinks hes just private, and I know he hasn't been scarred in passed relationships so what wrong? and how can I change it?
